The proposals in the EU (Withdrawal) Bill would fundamentally alter the current devolution framework by altering the reserved powers model to a conferred powers model. This marks a reversal of the process towards greater devolution in the UK. There would be a reduction in autonomy of the devolved legislatures as the bill readjusts the balance of power, bestowing Westminster with more legislative power than it currently has.
